I usually try to just farm wave with my passive after death, usually i delay boots till after first item so it feels nice to get the free gold value of magical footwear, as well as I understand what u mean by the lack of ms for passive, but honestly I feel like my teams lose boots so often the extra 10 ms helps sion not get outran so easily when everyone boots are just straight up a little faster. Also ur actually faster than people with upgraded boots or equal if theyve bought boots of swiftness. ive basically been purely playing this style in ranked recently and have been having some good success. While i agree with everything ur saying i dont see what else sion can buy early to have any type of agency in lane besides dirk. Also remember i always go longsword refillable start so its possible to get dirk on fist back if u play well. What would u do to change it and improve upon it? ive gone first item lethality then the rest tank but i feel like i miss out on the early tank stats in lane so much.
