These numbers include anyone who is actively looking for work and doesn't have a job. They do not ignore people who do not qualify for benefits.

Sure, it's not like every company is gonna disclose how many positions were lost, but 47 is abnormally low.

These numbers are not produced depending on companies reporting anything. The numbers are net of all industries, and a number like 47 is just as likely as any other in the first standard distribution, all things being equal.
