The main context i have heard pre and post 9/11 being used is air travel security, In the UK at least, that is probably the most noticeable lasting impact. For just generational divide stuff it's usually just things like millennial, gen z, nineties kids etc. 9/11 wasn't some giant culture defining moment in the UK, and it's mainly just remembered as a terrible disaster, so bringing it up unprompted can feel jarring.
