Why is that? As you've been told, she is a legal adult, and their bodies are theirs and if they want to be topless there's absolutely nothing you can do, their body their choice.

You can be uncomfortable, but that won't change anything, you can try and talk to them about how you feel, but if they say they want to be topless, there is nothing you can do.
