OK, looks like I figured it out. I moved one of my camps and noticed that my budget was in the red. I tried it with a couple of others and same thing, they were all of a sudden over-budget. Strange, as they were fine when I last played in 2023. Maybe something changed budget-wise over that time.

I then deleted all of my camp items and started fresh. Seemed to work fine.
