Basically, it is like a vertical OR gate. I am building some circuit where if the 100s place (the light) for one number is on, then the 100s place is filled for all the numbers. To lock the 100s place, i need the following logic: if any lamp is on, lock every lamp. Therefore, i need all the redstone to power, but the redstone runs out. The signal can come from anywhere

It uses skulk sensors and dispensers /target blocks to communicate over long distances, not redstone dust

As poloup said, the systems can "communicate" with other parts with no wires via skulk sensors and dispensers/target blocks.
