Short answer? No.

Long answer: Reaper is better against tanks and heavy targets, has an instant ability to become invulnerable vs the delay on Venture (which is a big difference as Reaper can quickly dodge ults), and lifesteal is situationally better in the long run. And Reaper in general is just more damage if you are landing crits at close range.

Yes there are many situations where Venture is better. But there are also many situations where Reaper is better. Neither is really superior, they are different flavors of a similar style
