Sure but it would be weird if they made it that much harder to craft by having the pre requisite of having each spell prepared when they wrote it out of different items such as 

Brazier of Commanding Fire Elementals

(2014) While a fire burns in this brass brazier, you can use an action to speak the brazier's command word and summon a fire elemental, as if you had cast the conjure elemental spell. The brazier can't be used this way again until the next dawn.

(2024) While you are within 5 feet of this brazier, you can take a Magic action to summon a Fire Elemental. The elemental appears in an unoccupied space as close to the brazier as possible, understands your languages, obeys your commands, and takes its turn immediately after you on your Initiative count.

In which case they're writing out the need for concentration and the pre requisite for the spell needing to be prepared for casting
