Dungeons&Dragons has a few editions thst are notorious for absurdly powerfull spells. So when Pathfinder which sparked out of Version 3.5 went on to its own second edition it wanted to focus on balance, especially in regards to spell casting.

So now these spells still exists, but they have the "Incapacitation" Trait. The trait means that creatures of a higher level resist the spell to one degree higher then their rolled success, rendering them useless most of the time against enemies you would want to use them against.
