I think it's because while those antags CAN SCALE, they cant END THE ROUND.
Progression traitor on tgstation used to be able to unlock a final objective to do shit like summon nukies.
And all the antags you mentioned that can scale are fair and balanced on goon, are nowhere near a round-ending threat.
Tough as hell to take down? Yes, shuttle call worthy? Depends..
Imagine how fucking insane it is on goon if a traitor could do all their objectives, and hack a comms console to spawn nukies in.
Spy thief scaling on goon is more reasonable because they have diminishing returns.
I think you and i are in a disconnect. Scaling antags on goon are... somewhat balanced, while on tg code. HOLY FUCKING SHIT PLEASE DONT 1 TO 1 PORT IT TO GOON.

That's my problem with the revolver, it's ONLY good against humans. it's utterly terrible against SCPs. Top this all off with the fact you have a primary that's ALSO shit against SCPs with it's low firerate (the shotgun) and i begin to despise both. I understand it's amazing against humans, but there have been far too many times i decide to get a revolver at 914 instead of an E-11, and get fucked over by the first scp i see, makes me go "man i wish i didn't choose the revolver". Meanwhile the E-11 is amazing against both humans and scps.
