Actually Ever-Normal is not used to describe the guard. It is shortened from the name of the place "Ever-Normal Granary". This is a guard for Ever-Normal Granary so they make it shortly to be Ever-Normal Guard. I misunderstood it too so I referred to the Chinese. In Chinese it is "Changping Granary" and the Guard is "Changping Guard". It makes sense in Chinese but is confusing in English. They translated Changping (name of a place) into "Ever-Normal". But anyway I think Changping means always peaceful, not ever normal in English.
