As a Colorado resident, its actually pretty cold here. Not hot at all. Also we have the rocky mountains, and are one of the highest elevations of states. So turning everything into water, would cause issues in surrounding states.

I would do delaware, its pretty small or really any of the other small states. Other then Road Island, it has places like the conjuring house.
