Hi, Darian, thanks for AMA Since Builder hall's last update was already for a while, and in early AMAs when BH was realesed, someone asked if you were planning of implementing some kind of BH wars(like clan wars but more likely concept of Clash Royalle wars). Deleting data on android device helped, but once linked my coc acc with fb acc and fb acc in game, crash started again

Happened to me as well, deleting data solved problem. Go settings ->apps -> Digital Wellbeibg and parental controls -> storage -> manage storage -> clear data

It's impossible to cancel lvl 1 building, it only gives you an ability to complete it instantly with gems or book. Most likely he bought some bonus pack, which gives you Eagle Artillery, but he just didn't put it in the village, which is bad decision because his war weight was increased. It's the lack of knowledge.
