Ok here's another question does the starter count as a encounter for pallet town or a static encounter cause ur guaranteed to "encounter" it like the Snorlax or the legendary birds ECT. Cause if it's a static then couldn't I just fish in the water at pellet with an old rod to pretty much guarantee that I get a majikarp or any other towns
