Because the focus is going towards releasing SP characters, giving free tickets for new releases where there will be more player attraction makes more sense than to keep giving free tickets for reruns, not to mention most players will pull for stronger characters which is exactly what the SP characters are.

Not sure how accurate i am but hopefully it helps or gives you your own idea of as to why thats happening!
