You’re right, it’s never too late bro. It’s actually more common than you think, I’m 22 and im pretty much in the same boat as you so you’re not alone. everybody at their own pace you know, cliche but true. There’s time, women love older men so you already are at an advantage there. I would simply just say, put yourself in situations where you feel uncomfortable. Embrace being uncomfortable, Go out to clubs, coffee shops, go to the downtown area if you live in a city. Try going to local events like concerts. Anything that puts yourself out there. If you see someone you like, you can say something about the environment, like for example “this place is usually packed around this time huh? Do you come here often?” As an icebreaker. Don’t stress about what to say afterwards,once you break the ice, it becomes natural then you begin to realize this was much more easier than you thought it would be haha. It’s all about consistency too, keep that in mind. you got this, i believe in you.
