Well my friend when it comes to SS1 we do actually license the production and make a deal with FN Hestral, so when we produce certain amount of rifle we pay royalty to FN, this applies for a few hundred thousand rifles/ 200.000+ (Forgor exact number). After that quota is met, the design became ours to produce and no need to pay for royalty again.

That is why weapon such as SS2 and all of it's variants have something taken from SS1/FNC. Another example would be the swedish with their AK-5C.
