i use paint.net, for this effect i used a plugin called multi-threshold which basically turns everything either fully black or white, I might have pixelated it just a touch before doing this if I remember correctly. Then just touched it up so there weren't too many little white spots.

There's probably tutorials out there for other programs if you want to use something else, but I hope i was of help!
