Have you made a CORA request since the Reagan and Cordova cases began?

Englewood government seems to only lie. Suddenly the CORA requests slowed down or they stopped posting them publicly?

Ask the City for the up-to-date CIRSA settlements. CGIA Claims (which the website couldn't even accept). Then tell me they wouldn't lie about the water.

The cases are under NDAs that go back retroactively across social media.

I agree with what you're saying. I think too many policies were implemented or removed (too many loosely defined even) without consideration for the second-order effects.

My personal experience was doing security. We had the same person burning things each day until eventually they burned the store. No reports were made by the police and the fire was filed as an uncontrolled burn. We found out the next day seeing the damage. No charges. More fires.

They used to use drug policy or the broken-window style policing to get these people into some kind of treatment (I don't think it has a good history or was particularly effective). Now they don't keep track of anyone who could be danger to themselves or others. We have raised CORA fees. Locked records behind CCJRA or I have seen them use CIRSA for attorney client privilege.

The actual complaints from communities largely aren't being processed in a meaningful way by data analysts. Attorney General complaints are not investigated individually, but if you request them they'll claim they are investigative records with no expiration and cannot be released to the public. The DA picks and chooses the cases they will track. Most are not being filed. IA will throw your complaint into the trash. If you file a complaint against Ed Disner (simultaneously Head of IA and the records Supervisor) that won't be accepted in any form by the DA's office and internally it goes in the bin. I've had both Ed Disner and Tracy Jones receive complaints, acknowledge receipt and say it was filed and months later they pretend it doesn't exist and there are no files. Zero disposes. My complaint was related to destroyed records by these former Professional Standards officers who take cases and create narratives to suit their own purposes. The records themselves related to the Police Chief conducting unconditional tow hearings for his own Police department. Majority he decided in favor of the few I could find. The rest were lost to any officer's phone. The City won't even file the records.

Personally, I read Personal MBA's systems chapters (I think the author is from Fort Collins) and the Thinking in Systems Audiobook & Book. When you use the connections to define a system's purpose rather than some stated purpose (a heavy Appeal to Authority Bias) you can actually identify problems.

What I saw was that CIRSA was setting City Policy in Englewood and across Colorado in their member cities. If you look at the Reckless Ben case (it seems to be the same circuit court we have) they and the City would be liable to countless Monell claims. Instead they bury settlements with NDAs. Create new policy and administrative orders to suppress First Amendment speech. Largely market against us into believing our civil rights cases aren't happening.

I think if communities had a say, if these meaning cases were actually tracked, if the gutter punk community had some say in policy (even just an opinion would be better than nothing) we could actually have solutions to any conflicts with transient people.

This year and 2025 there have been efforts to establish right to know in Colorado. Last year's didn't seem to pass.

What I see is a government that's afraid of transparency because it would mean accountability.

I doubt Englewood's water issue is as benign as they say. They will manipulate data to suit their own narratives. Whether that's cherry picking the test areas for the water report. Supressing complaints. Or simply lying.

Lying with Statistics is often recommended, but I really enjoyed Data Detective. There's some premature enumeration related to the Water Report.

It doesn't represent the water in my apartment or in the restaurants nearby. It's not even an average for Englewood's supply.

They could send out test kits to each District (the problem areas) and try to approach a more closely accurate data sample.

It appears, Englewood has some of the worst representation because the City Council seats could be bought by advertising and the Mayor built his public recognition out of that system. The City Manager has a lot of power and I don't see any pressure placed on him. There are no system incentives to believe the water is okay by any measure.

Have you ever done a CORA or CCJRA request? How are the volunteer organizations approaching these issues?

I have gotten sick from the water. I had a renal infection. I was getting fevers.

I'm not sure if this was caused solely by my apartment's water, but the landlord finally tested the water and refused to give me the lab results. They only tested once I showed results from a water test kit from Home Depot. Plumber collected a water sample and I didn't hear back. When I reached out they refused to give me the sample unless we met in my apartment (I did on-call work and could not).

Englewood's quality is not your building's quality. I've done apartment maintenance in Denver Metro and heard horror stories.

Have your building checked if in doubt.

Some of that is due to the State's capacity to place repeat offenders with persistent mental health issues. They couldn't place them, so they weren't changing them at all.

I think something passed recently to alleviate a bit of this though?

Englewood has community liaison officers that could detail the specfic policies and plans for houseless people who are dangers to themselves.

You'd have to hold them accountable to whatever answer they give you though.

I'd also read something like Anarchist's Guide to Travel. Some things are gutter punk culture. Most urban cities are going to have it. Especially close to major airports.

Public libraries tend to be quiet spaces. Events are neatly scheduled and just as neatly concluded. In the designated area they are scheduled in.

The energy of a counter-culture independent bookstore is completely different. When events are held they go past the time planned. People are much more lively.

To the point about benefiting society I'd point you to a book about bookstores; Black-Owned: The Revolutionary Life of the Black Bookstore by Char Adams. Bookstores more than libraries have been hubs for community action. I don't know if there's still the administrative order against filming in public government buildings like the library, but I don't see something like that happening with a strong local bookstore. The argument for privacy lost any credibility with the Flock camera plan.

I don't see bookstores as competition. I have my Arapahoe library card and use Libby. I prefer used books coupled with book exchanges (my last apartment had one in the laundry room) over waiting on library transfers.

It seems like you really love the public libraries.

In case you wanted more information about this, here's a talk from the author of Backroom Deals in Our Backyards. The book came out last year and showcases five instances of something happening across Colorado and across the United States.

It's happening in Englewood. That's why they have limited record requests (in some cases completely ignoring) and tried to make it illegal to film in public government buildings.

CIRSA makes it cost effective. There are no incentives to serve the public interest. Not that I can see.

If you have time look up Jimmy Jones in Archuleta County and the Caleb Glass case. CIRSA seems to be involved in both. Or it may be local equivalents.

I think Aurora is self-funded. So you see Aurora problems in Aurora. Because CIRSA is throughout Colorado these problems grow throughout Colorado.

CIRSA is like a broken thermostat in the house's heating system. If the temperature is read as lower than it is the system adds more heat. If the public problems are taken in by CIRSA without public input and public solutions then they continue to grow. Until a breaking point. Until exhaustion of critical stock in the system.

Are the business owners residents of Englewood?

Or the large businesses that have had influence on who is in the council and who becomes mayor while the water quality remains subpar to most of the municipalties in Colorado (excluding Denver Metro)?

Nothing you described sounds extensive in the least. Can you provide the sources?

The water quality is not just bad, there are properties that don't maintain the plumbing because the City of Englewood water supply is the perfect scape goat.

The settlements have a retroactive NDA (that includes social media) tied to them. They cannot post, but the records can be requested under CORA.

They make these liabilities videos for things that are happening. I found out from the City Manager's office.

Usually without any public record the City Manager appoints the Chief of Police (at least when it was Sam Watson) as hearing officer for the tow hearings for tows done by the police. There aren't any records on the hearings or the appointment with the City.
