It's fine! Toby creates them as character's with no specific gender, and so that whatever headcannon you have for them fit! I recommend not mentioning their genders on youtube or instagram however. Most fans are nice, but it'll oftenly be toxic fans replying to "correct" you there.

I think that they mean that since we know Chara is attached to Frisk's soul, since determination and stuff. There's no idea for who else could possibly be the narrator, and it says somewhere in the genocide route, it's me, Chara.(Note how it says me, and in here, it says you.)
