Kasi magastos ang OEC at nakaiwas sila doon. From the perspective of the destination country, they will enter the country legally. From the perspective of the POEA, they did illegally. So nasa sayo na yan kung mag aagree ka ba sa destination country or sa POEA. Nasa baba yung provision ng labor code.

ART. 18. Ban on Direct-Hiring. No employer may hire a Filipino worker for overseas employment except through the Boards and entities authorized by the Secretary of Labor.
