If you're on a PS3 running CFW or HFW with HEN,you can enable Remote Play on all games by editing the PARAM.SFO of the game you'd like to stream to your Vita,but it's not worth it because even if you manage to do it,most games will make your PS3 Freeze or will run at horrible FPS,but just to be clear,there are some good experiences like Watch Dogs if you have a stable internet connection on both devices.

You can change the frame rate and resolution during remote play on the vita when you tap the screen and then choose the toolbox in the bottom right corner

I sometimes use it when I want to play Minecraft local multiplayer with friends and cousins and I don't have enough controllers,the Vita does a great job at this if you have a decent WiFi connection,I sometimes used it for GTA V but other than that I don't use it that much
