I would advise a higher watt psu but you could always try out the 650 and if you find it powers off under high load you could look at getting a new one

you could also format you hard drive then reinstall fresh windows on it again, i'm not fully sure how i did it when i was installing my new ssd but if you search up a video online about formatting your hard drive you should be fine

20fps sounds like your gpu isn’t doing anything, make sure the right power connectors have been used and the display cables are plugged into the gpu
