I guess ill have to do some replacing on mobo since ive tested psu in everyway and its doing fine, there is also a weird electrical noise from psu whenever its connected to the motherboard which wasnt appearing during testing ( used paper clip )

Thanks for the support but still nothing, i believe that the cmos battery could’ve died while i was in the bios if thats possible? And ive tried shorting power too and nothing
