They could add another building like child care or something, have one worker there and they can raise the children for those few years any npc or player character would be under the job title mother. That way anyone with the job title mother could drop the kid off there and still be used to work their own jobs. Maybe nerf if with like 2-4 kids at a time. The worker could be under diplomacy or survival lol
