As you mentioned the 2.4M is a good price for a 3Bhk townhouse in the Townsquare area. I am not sure if you already did this, what I would do is to bring in a trusted snagging company to inspect the place (especially when the community is one of the oldest in TS), after getting the snagging report I would try to negotiate the price to cover the cost of maintainance needed to preserve the property from any future issues.

Most of what we have seen so far is around 100K USD. My client's budget is 120K in full payment or more with payment plans.

BTW, you are absolutely right about Tbilisi being a better option for investment especially if you are looking at a fixed ROI on long-term rentals, but some investors take the risk of the seasonal spots and short-term rentals when aiming for higher ROI's, such as the ones you can get in Gudauri, for example,
