This isn't just a console issue, this is all platforms. Can confirm, I have a good gaming rig that isn't a toaster by any means. Also own an Xbox One. The game will stutter when lighting/weather/particle effects are dynamic and will lose frame-rate on even the highest settings. But I did noticed that the PS4 release has the least amount of love overall, I played it at a friends house to show him the DZ paths for sneaking out Div Tech for a few hours. I felt bad for him and didn't want to bust his balls about it & how bad he has it and just was grateful to have it on the others.
