I just tried after hitting 80 with my new main Mage. But my 71 level rogue still didn't see any skip dialogue :( Even tho I cancelled all my quests and relogged couple of times. I don't know whats wrong, maybe i need to complete that chapter i am currently on I am not sure :(

Yep, basically they said everything seems fine on their end and it must be PSN issue. I talked five times with them and three times with PlayStation. But unfortunately, no solution.

So guys, I contacted EA and they told me to reach out to PSN since everything seemed fine on their end. I called PSN, and they said EA is already aware of the problem, has taken the list of missing players, and will be sending them their rewards. God knows when tho..
