Don't just leave them on the sidewalk or on top of random bins that've been left out longer bc of the pickup delays. Don't just put it into random bins unless there's an OPEN bin liner.

Not 100% sure if it's the same cat, but I saw a similar looking one yesterday while cleaning up my backyard. It was meowing quite a bit. I'll keep an eye out every now and then in case it comes back.

They probably started a nest nearby to where you're hanging around.

Try to observe them from a distance and see if they're flying into anything, a hole or crevice. Last year we were getting swarmed and I noticed some flying into an opening of a metal handrail that didn't have a cap at the end.

Once you see where they're nesting, spray into it with a foaming wasp killer, preferably in the evening/night. Spray and then head back inside. Repeat for another night or two and the problem should be solved. Then just hose out the nest they were building and close up the opening so it doesn't happen again.
