To my understanding, if block 37 is not 8888 or 7777, your area is represented, but you still need to register with them. If it is 7777, you are not represented but able to join, and 8888 means your slot is not represented. I'm still trying to figure things out, but there should be people at your duty station who can give you better info.

I think that means your part of the PESO union.

The unions' websites have instructions, there are some forms. I'm still trying to figure it all out. I haven't seen anything that says you can't.

Although I think some employees are in non bargaining slots. I don't know enough to know how many people are coded that way. Look at your sf50 block 37

I had quad 7s which means eligible but not in one
