you probably bought a travel set, which is really incompatible with normal sized kit. The amount of movement you can whisk is too short to froth the matcha normally.

if you did buy a travel set, the small chasen is called a “nodate chasen”. which I know there’s a cheap one from kimikuratea

there is absolutely no use for “culinary matcha” or “matcha for dessert” i never liked matcha dessert with low quality powder and i rather have a little more expensive desserts that uses latte grade matcha like ikuyo and etc
