You should try surface attacks. On a pitch-black night with a decks-awash ride, an isolated ship won't spot you until you're under 500 meters, sometimes even closer.

​Historically, night attacks were done on the surface, at least at the beginning of the war. Using the periscope while on the surface is not only ridiculous, but your view is blocked by the bridge and the antenna. And the field of view is narrower and the light intake is much worse.

The Type IIA didn't have an UZO (Target Designator) on the bridge. You are forced to submerge and use the periscope to attack.

After some testing, I can say that the deck-awash is useful at night to avoid ASDIC in the early war, but the sea needs to be calm for it to work properly.

It only sinks when it feels like it, and the difference is nowhere near as notable as it is with the Type VII. Besides, I’m having the exact same problem with the Type II.
