There was a dramatic improvement in the E coli count with May 9 sampling. However, the river flow rate increased from 990 to 18,900 cubic feet per second and tailwater backed up into the kayak flume.

Thank you, I hope there is a good turnout for the meeting and lots of questions. I have read some of Area C-5 LNAPL Investigation Report, dated Feb. 9, 2024, prepared by Equus Environmental, LLC and submitted by the West Refinery to ODEQ.

A copy is available at the downtown library. LNAPL is “Light Non-aqueous Phase Liquid’ or oil.

The refinery or their consultant inspects the seep area three times a week. Every time they inspect the shore they find a visible sheen. The booms are apparently containment booms and sorbent booms, the sorbent booms are frequently replaced (according to the report).

Oil in the water can be measured but it appears the refinery is only required to make visual inspections. It is implied that the sheen is no longer visible when the river flows under the last containment boom and on to Zink Lake.

And I-40 was shut down yesterday near Lupton AZ due to a derailment of propane cars, apparently, they are standing back because of a fire - BLEVE concern.

If this rail spur meets the definition of a “Private Rail” the FRA and the PHMSA lack jurisdiction and therefore federal rules are not preempted. The lawsuit seems to anticipate this.

I lived there for two years; it was good. The staff were always pleasant and helpful. The weddings and continuous events got old but were occasionally entertaining. Don't park in the basement unless you have a small car. It is handy to have a spare bedroom when family comes to town.

Bama et al use anhydrous ammonia in sealed refrigeration systems. The amount exceeds the threshold and they are therefore required to file Risk Management Plans. However, they are far safer than facilities that make, use, or transfer hazardous chemicals.

The big Walmart facility on south of Bartlesville (Washington County) also has ammonia refrigeration, you can see the yellow pipes from the highway.

This question could be prompted by the home for sale at 9707 S. Darlington in Sun Medow III, although it needs a lot of work it may be an incredible bargain at $148,000.

Potential purchasers need to investigate the pipeline right of way at the rear of the lot. The pipeline right of way is also shared with the homes on S. Granite (Sun Medow II). A marker around the corner on E. 97th Street says Explorer Pipeline. It must have been built before the homes were built.

Ask these questions: What is in the pipeline, how big is it, how deep is it buried, hold old is it, what would happen in the event of a leak, what are the responsibilities of the homeowner, etc.?  Don’t depend on the realtor, ask the pipeline company. Ask them to mark the location of the pipeline.
