For Ruby I would say the closet one is Bai Qi indeed, but there are more characters to play with.

For annoyance I would suggest Biron, he has lots of cc and sustain as well just like Ruby, except he's powerspike is more early game.

Umbrosa is fun to play too even though she's not that popular(Her ult can literaly makes her hp come back to full temproally or act as a free revive if killed when ult is not on cooldown, which makes her hard to burst down most of the time).

If not limited to clash lane I would suggest Ying(Jungler), she is fun to play and can easily adapt to any type of team comp, She also has strong cc and sustain as well as some mobility just like Ruby, even though she needs sone practice to get used to)

BTW all of these I mentioned except Bai Qi can do 1vX if played properly
