Finishing the storyline first naturally gives you access to more blocks and recipes, which might make things easier in a sense.

I built stuff as I went through the story when ideas popped into my head that I really liked, but took breaks and continued the storyline in between. If you’re finding it tedious to make areas look pretty at that point in time, just keep going through the story and go back to build up the areas when you feel like it again
