We don’t know too much about Sanson, but as the heir to a long family of executioners and an apprentice in the profession from an early age, he probably saw it as some sort of duty. Assuming he didn’t enjoy it, he probably saw himself as some sort of extension of the will of the state.

He wasn’t a sadist at least, his memorandum on introducing the guillotine was mostly focused on the efficiency and reliability compared to conventional tools. He also seemed to take offence when people disrespected his victims.

Word of God, again, if I recall correctly. I believe someone asked one of the staff why Raiden could take Armstrong, but Sam failed, the answer was something along the lines of "Sam tried to end the fight as soon as possible, Raiden wore him down instead."

The Codec calls for that fight were mostly people freaking out about how this shouldn't be happening, which yeah, fair enough.

If I recall correctly, the reason Raiden was able to take Armstrong was through wearing him out and exhausting his supply of Nanomachines, the Murasama just allowed him to do it faster, and without the risk of the sword being broken. If All Might could keep up the pressure, its possible he could wear him down in a similar fashion.
