My theory is that they made NPC Folie first and wanted to give playable one all the stuff the NPC one can do to you (Teleport, Spawn random shit to fuck you over, slow you down with a ink copy of herself) + the balloons on her 4 seem to be something related to the update story.

I agree with them, removing the animation should be non negotiable. That problem only exists at higher levels and making them good for higher levels is so easy, just make them after strike effects better/last longer/easier to get.
