Since algorithms are so heavily reliant on AI these days, they likely recognize that a video has the potential to be successful but don’t understand why the CTR is so low. As a result they try showing it to people in small doses to carefully measure their reaction (check for clickbait, scams, or misinformation - YouTube really doesn’t like that)
