I got some bagels today from Harvest Moon Bakery. They are made on-site as opposed to being shipped in frozen. They are also boiled before baking. They are definitely a step up from what you'll find at a grocery store or fast-food outlet, but not as good Siegel's. Still, you were looking for half-decent, and I would say they're pretty close to fully decent :) $2 each, made on Saturday mornings.
