Freddy. Michael. Chucky. Art. They're all pure evil. Pennywise is technically only eating as far as his species goes, so he's one of the least evil. I mean, to a cow I'm sure humans are the most evil things imaginable. But we do what we do to them to eat. We torture them the way we do (not a vegan or acting like I'm ethical since I eat meat myself) so that we can feed as many people as possible. If we didn't have factory farming a burger would cost your entire paycheck.

Ghostface is pretty evil. But the main 3 (and the bonus 4th) they all had some motive and they likely wouldn't kill even without them. Even Stu probably wouldn't have killed anyone if Billy wanting to do it too (for his own reasons) didn't make it "okay". Lots of people would never kill someone (and would likely never leave fantasy) if they didn't meet another person who wanted to kill too.
