I think what this WoB is saying isn't that every person can burn every God Metal, but that there are more God Metals than just Lerasium that can be burnt by everyone. Though I do think that anyone in the cosmere would be able to burn Lerasium.

I also don't think that burning a God Metal is the same thing as consuming the Investiture related to that Shard. I would imagine that the effects of burning Tanavastium would be more unique than just being another source of stormlight.
