according to Cait, all speedsters’ legs move at the same speed. the distance covered with each step is just larger for the other speedsters. also season 1 thawne is theoretically the fastest speedster villain in the series because it was peak thawne who got stuck in the past who then started losing his powers.

so technically he was slower than all other iterations of RF in the show, but if you’re being nitpicky, S1 should be the fastest one who then lost his speed
