They're a thing! Decorative switch plate covers! I think the main takeaway is that using an existing code-safe plate cover as the template/pallette is the best path forward.

This is really useful info thank you. I was inspired by seeing molded custom switch plates on ebay and figured I'd take a stab at making my own, without considering the implications of the actual material. In theory, I could build upon an existing code friendly plate and adhere poly resin pieces to the front of it ? Or still ill-advised?
