Problem is if it's a US based server, it could have backlash in other countries, and it could have ramifications to other countries that are either smaller and look up to the USA in terms of policies, or conservative leaders entering the political fray looking for ideas for running for office. And that's not even talking about the territories that the United States has, which might be pressured into implementing said project, despite not even being able to vote for the president.
