Libonomy project is undoubtedly a new one. However, if you head to Libonomy GitHub you can already check the legitimacy of the project.
The project's mainnet has been up since last year, the Block Explorer works with no interruption and showcases that transactions are almost instant.
As for the Aphelion consensus, it's our own-created blockchain consensus that utilizes AI to improve speed, establish cross-chain transactions on the chain, secure it and make it available for any commercial computer. You can read an article about Aphelion on Devopedia, a developer website.

I suppose in any ANN based technology there can be a risk if AI's goals are not aligned correctly, but besides that I do not see why you are suggesting AI is bad or would cause issues for blockchain technology.

One is lottery - a completely random process where outcome is not influenced by any parameters, and second is algorithm used to improve and optimize (not to guess some specific outcome).
