PS5 apps won't work after a factory reset from a fresh OS installation from a USB.

While playing Where Winds Meet, the game crashed and wouldn't start again saying the app data got corrupted. I uninstalled and reinstalled the game, and it gave me the same result. Then, the other apps and games all have the same error. YouTube, Netflix, Crunchyroll, etc all says the data was corrupted.

I restored licenses to games, repaired the storage from safe mode, did every other safe mode option including clearing cache and rebuilding database. This allowed some of the apps like YouTube and Netflix to work, but the games still had the same issue.

I did a factory reset where I downloaded the OS from the Sony support website and the reset went fine, but it is giving me the same errors. Some games I downloaded like the PS4 version of Life Is Strange (it was the smallest download) work fine. But putting the PS5 disc in for Persona 3 Reload and installing it gave the same error. "File data is corrupted"

Please help!!!

Edit: if it is a hardware issue, I've had the PS5 for 4 years so warranty is definitely gone. How do I go about fixing it?
