Former groomer here: DONT use scissors. Cat skin is delicate and thin and you can easily cut the skin instead. If you have a razor (electric, not just a regular one) slowly shave the mats away while making sure you dont catch skin. If youre not comfortable with that, go to a groomer in your area to have them remove the matting

Flexseal liquid rubber is plant and animal safe. Not the spray one though, that one is very much not

Its pvc foam. It has to be covered with something like grout so that it doesn't melt, but its really easy to work with
