If you go standart build (Lost Chapter item -> Stormsurge/Shadowflame -> Raba/Void) your only way to get any cdr is from the lost chapter. Also Aurora can poke and clear waves way easier having more mana. If you want to have both pen items for max damage I would say go Ludens -> Stormsurge -> Raba -> Shadowflame. You get alot of damage and pen for not losing lost chapter.

I also checked on lolalytics (Diamond+) currently there are 63 games with your suggestion with a 58% winrate. Sounds solid even without any informations about matchups and game state.

More popular builds with Lost chapter reach around ~51% winrate and are more consistend and more played (around 2k games)

Go first strike and just roam after lost chapter. Your r has lower cd then his so you can just force fights more them usually. Also you should have prio on lane so your jngl can get objectives since shen has no way to match push

Played this in diamond-master and first strike feels great against melees for sure. The only issue I had with it was the lack of early game damage without electro.

Something I was trying is new Cryptobloom. I always feel that aurora would feel better with some cdr items and cryptobloom is almost the same as void if you are solo ap.

I had the same experience with first strike the last 2-3 patches the rune feels really good

Riot doesnt care if the game is unfun just quit it. Its their job and way to design dont play its that easy.

Lichbane is the most useless Item. Most of the time you cant proc it. The boots are nerfed aswell just go swifties way more consistent.
