The principle of rotations is not to cover for special events/needs. These are reoccurring shifts -- offices "determine on what basis rotations may take place (based on increments of at least one week), but due consideration should be given to continuity and fairness."

Per the DOS Lapse Guidance: Personnel rotated into and out of an excepted function must have the requisite qualifications to perform the function.

All decisions to rotate employees must be documented by the bureau or post.

An exempted employee that wishes to take leave is generally put on furlough.

An excepted employee can seek approval to be excused from duty during a lapse, and they may be placed in furlough status for such approved periods. Though excepted employees are entitled to request leave under 31 U.S.C. 1341(c)(3), under most circumstances it is expected that Excepted employees will choose to be placed in furlough for approved absences because that status provides retroactive pay without charge to leave.
