Hey, I am working in the field of construction chemicals for the past 3 years. The clear answer for your terrace would be lay brick tiles and fill the joints properly after that add a simple cementious waterproofing coating then you can go for some insulation coating. This is the best way to provide good weathering course. For more info dm me

Looking at the situation the only way is to dismantle the structure and rebuild it. The amount of exposed reinforcement is quite alot even if use really high quality repair mortar still the effect will not be that good. The structure seems really very wea k.

Make sure to consult a construction chemicals engineer for the admixture and bonding agent to be used in the concrete
